Creating a Manual Notification
Create a test or manual notification — currently targets only yourself.

- Type and priority — low, normal, high, or urgent (colour-coded, informational only today)
This currently creates a notification for yourself only — the app's own in-context note reads: "This will create a notification for yourself. In a production environment, you would select target users or roles." There's no way yet to send a manual notification to another staff member or role from this screen.
